The Linked Data Ministry of Citizen Protection project is part of an attempt to form the first Greek LOD cloud. It contributes in the formation of this cloud with two datasets being built with open, public data originating from the Hellenic Police and the Fire Brigade departments. Both of these Datasets are published and interconnected in the Greek LOD cloud with two other closely related Greek Datasets, the elDBpedia core hub and Diaugeia. The fact that the latter are currently of status “Not complete” prohibits testing in final mode. Nevertheless besides DBpedia and Diaugeia, the datasets of this work also connect to other foreign Datasets of the global LOD cloud which is a superset of the Greek cloud. Therefore testing of earlier stages is still possible.Considering the informational value hidden in the vast amounts of open data in the public administration sector and the potential of Linked Data enabled applications of the Semantic Web it becomes clear that any resulting innovative services would involve the utilization of huge amounts of open public data. Exploiting information of such value and magnitude is currently supported by Semantic Web technologies and tools which are continuously enhanced and updated. For instance, ontologies, RDF parser tools, SPARQL and even Visualization techniques are being updated and bug corrected all the time. As a result this is yet another factor affecting the testing procedure since more efficient ways may emerge when all the related Datasets are fully functional.In addition and at the same time the information driving the two Datasets of this project is increasing in volume and complexity on a daily basis with new entries and records. As a result it also needs to be updated on regular intervals and this affects testing itself.

To define the status of this project, early stage demos or pilot applications have already been tested and are currently under enrichment plans.

1b. Please describe and discuss the testing results
Testing was successfully performed with both datasets in their complete size but currently only for queries of certain complexity and performed against a certain number of Datasets. Additional Alpha/ Beta testing of the type load & stress is thus required as soon as a dedicated server of more processing power is available. This will allow more complex queries to be performed against all related Datasets of the LOD cloud, in parallel and by many users.

 

SECTION 2: Current Stage of Development

 

2a To what extent does the development team have technical resources for supporting the production of a new product? (Researchers, human resources, hardware, etc.)
The research and technical development capacity to support this product development is adequate up to the current stage (Pilot App). The research team consists of 3 Semantic Web Engineers and a team leader who is also head of development. For the final stage associated with a mature marketable entity, it is necessary to employ additional personnel such as Semantic Web engineers, Software developers etc.
2b What are the technical issues that need to be tackled for full deployment, if needed?
The project comprises of several stages, (Aggregation, Design, Storage, Data Processing, Linked Data Publishing, Presentation/Application), all of which were developed at research pilot level. The main technical issues to be addressed are the following:

  • Create an improved user platform & querying interface of predefined & user specific queries.
  • Enrich the available content with Vocabs & links to additional Datasets of the global LOD cloud.
    • Identify & offer new visualization & presentation techniques.
    • Develop applications & provide enhanced services available for both desktop & mobile devices (iPhone, iPad, Android smart phones etc).
2c What additional technical resources are needed for the production of this new product?
The next intermediate stage calls for additional technical resources such as dedicated servers. On the other hand, the final stage associated with a mature marketable entity will require additional personnel such as Semantic Web engineers, Software developers etc.

 

2d Overall assessment of the current stage of technical development.
The current stage of technical development is considered to be in the right direction. The product has successfully passed from a research outcome and a proof of concept into a pilot testing version. The plans for the implementation of the final versions are not feasible as far as the research capacity of the development team is concerned. Furthermore, testing also requires additional hardware to cater for processing and storage needs. Further development directions should also take under consideration the following:

  • Additional open data offered from other departments of this Ministry and /or other public sector services that hold related information.
  • The Creation of a common user platform & querying interface for all departments.
  • Enrichment of the available content with Vocabs & links to new related Datasets of the LOD cloud.
  • New visualization & presentation techniques.
  • Development of applications & provision of enhanced services to meet emerging needs for both desktop & mobile devices (iPhone, iPad, Android smart phones etc).

SECTION 3: Deployment

Developing the R&D result into a mature marketable offering will require work by a team comprising of Semantic Web engineers, Software developers, a senior developer, and one head of development over a period of at least one year. It has to be noted that this is purely an estimation of the staff effort for production and does not take into account any of the following stages such as marketing strategy, delivery channels, product maintenance etc.

 

SECTION 4: Overall Assessment

1 What is your overall assessment of the technical feasibility of the research result?
The evaluation of this project’s proposal based on Linked Data and Semantic Web technologies revealed that it is possible to mine valuable information from Greek public data and that these can be exploited so as to become readily consumable by the innovative services and applications of Web 3.0. In more detail and considering the results from the departments of the Hellenic Police and the Fire Brigade, it became clear that they both hold great potential to improve upon their management procedures, and to cut down on functional costs. The enabling of such intelligent information processing, opens a pathway for innovative applications and services that in many ways are capable of altering completely our everyday activities and interactions. The first attempts to deliver promise to cater for our informational needs as never before and among others to offer social benefits, sustainable economic development, improved quality of life and undoubtedly competitive advantages for the ones that follow this direction.From a technical point of view, therefore, the feasibility of the idea has been validated. However, the evaluation also showed that tasks associated with Linked Data processing, Semantic modeling and Ontology engineering can be very demanding. This translates into an increased level of the required expertise for the involved staff, as well as the associated cost. Great focus also needs to be put in the ways of presenting the benefits of Semantic technologies as far as complexity is concerned for the everyday users. This reveals yet another technical challenge to be dealt for successful commercial exploitation and calls for significant further development and testing.
