Please provide a short description of the state-of-the-art and/or current trends in the field? How does the result fit into it?

Comprehensively studied unit analysis of innovation is the spatial dimension of regions, at the level of NUTS classification II of territorial units, developed by EUROSTAT. The process of economic development has a regional dimension,  is  illustrating examples of regions of excellence and efficient regional innovation policies. The innovation process is driven and influenced by many factors, internal and external to an enterprise. Innovation is linked to the collective learning process between enterprises, external organisations and producers of knowledge. The investigation of literature concludes two major approaches in the analysis of regional innovation systems.

The ‘systemic approach’ analyses regional innovation systems on the basis of evolutionary theories of economic and technological change and attempts to picture innovation as an evolving complex proces. The systemics approach identifies in detail the elements of interaction and linkages between agents affecting innovation and the processes developed within the regional tissue . The systemic approach incorporates complex and sometimes chaotic frameworks of analysis, which are based on empirical studies that concentrate on the conditions of specific regional conditions. This analysis of innovation systems is based on the examination of ‘system failures’ that enables it to identify systemic problems, through systemic performance indicators, and not just the final indicator of acceptance by the market.

Another approach is the ‘metric approach’ of regional innovation systems that follow the logic of the selection of indicators, measuring innovation on the basis of quantitative data from existing databases (mainly from Eurostat and OECD). The choice seems entirely justified by the stability of these data sources and the validity of the context, but also by the frequency of their information renewal. Most of the regional analysis studies, having a wide range of regions involved, are structured on the basis of Community Innovation Surveys and European Innovation Scoreboard (EIS) reports.




What is the problem/need/knowledge gap that the research result is responding to?  How was it addressed before?

The unavailability of complete data set across regions that could match this high level complexity makes the systemic approach unsuitable for evaluation or benchmarking of a wide range of regional innovation systems. Thus, the systemic approach does not adequately gratify the demand set by policy makers for periodic benchmarking for the evaluation of innovation policies.



What is the potential for further research?

Policy makers are being confronted with complicated and rationally chaotic systemic analytical models of regional innovation that could not easily be applied due to the absence of cross regional data to map these models. On the other hand, metric systems do not provide measurable system performances. Would it be possible to develop an analytical model having the sufficient specificity of the systemic approach, limited by the availability of cross regional micro data that map the processes of this model? Would it be able to demonstrate a sufficient level of systemic abstraction, restricted to the level of the availability of data to map specific system interactions?





What is the proposed method of IPR-protection? (patent, license, trademark etc.)

The adoption of the Creative Commons licensing model is suggested for  3I overcomes the rigidity of the “All Rights Reserved” status and introduces the “Some Rights Reserved” status

·       includes terms and clauses for open distribution of content

·       is easy to use by an author or right-holder to grant permissions for any use of their works

·       has no cost

·       is enhanced by technological elements, i.e. meta-data software code

·       is applicable to all sorts of creative works



What are the steps that need to be taken in order to secure the IPR-protection? What is the cost of IPR-protection?

Creative Commons licensing model a design of the platform in the form a blueprint is required and an application for license.



What is you overall assessment of the scientific maturity of the research result?

The integrated innovation interactions (3I) analytical framework, which is aligned with the demand of policy makers for periodical benchmarking of regional innovation systems combined with a systemic endoscopy in the innovation processes. This analytical framework is used to present an example of the proposed analysis, by comparing the innovation agglomeration capacity among the North-Western European and the Mediterranean regions in the periphery of Europe.
