A partial prototype of the system exists, covering the functions for “light wave” and control of the intensity of the lighting.

In order to implement all the functions planned by the company, a significant effort has to be put on development of algorithms, software and hardware for Power Line Communication, especially for transmission of video signals.

1b. Please describe and discuss the testing results
As the system is based on utilization of LEDs for production of the lighting fixtures the results of the tests are very good in terms of energy efficiency: in operational mode the economy reached is 1:3,5 (35W LED lighting substitutes 122W luminescent); in intelligent mode of operation it is expected ratio oeconomy of about 1:4,5 to 1:5 in comparison to luminescent lighting and 1:15 in comparison to incandescent lighting.

All the other benefits of the system are on a stage of expectations and would be proved only after elaboration of a fully functional prototype. As the system is designed and based on existing technologies it is highly probable to achieve (even overachieve) the results that are expected.

Describe what type of testing does the R&D result need?
The system has to be tested in its entirety – so far the elements of the system that are in place are:

- small part of the software for management of the lighting system; !

- some of the luminaries that can be used for street lighting;

- some of the luminaries for indood lighting;

- part of the illumination measurement and control system, based on sensors;

In order to test the additional features of the system the company needs to further develop a method and controllers for transmission of signals between the luminaries and within the entire system and in particular the devices for transmission of the video signals (when video features has to be utilized). In particular controllers for alternative data transmission over high voltage network (230V) and to secure a connection between each luminarie and the controll centre, via Internet.

All the other features that can be incorporated in the system ahs to be developed and tested as well. Such as: telecommunication channel; measurement of the ambient temperature, pressure, humidity and utilization of these data for the purposes of weather forecast or monitoring; traffic control.

1d. What is the time needed for testing?
Depending on the staff that can be recruited for the purposes of further system development the company estimates that a team of 6 people – 3 programmers and 2 engineers and 1 technician could complete the system in 1,5 to 2 years term.
1e. What is the cost needed for testing?
The costs for lighting feature of the system are very low and the company can bear them.

In order to finalize and test all the features of the system it is expected:

- a labor cost of about 150 000 EUR;

- costs for hardware: cameras; sensors; luminaries, electronic components – 30000 EUR;

- subcontracting for production of the prototypes – 25000 EUR

SECTION 2: Current Stage of Development



To what extent does the development team have technical resources for supporting the production of a new product? (Researchers, human resources, hardware, etc. )
In terms of knowledge the team has the necessary human resources but it has insufficient number of people in order to carry out the necessary research and development. It is estimated that the company would need about 6 new specialists, dedicated to research activities for the next 3 years.

The company would need also additional testing and laboratory equipment.

Presently the company has small rented premises for production and development of its products. Subcontractors produce most of the components.



What are the technical issues that need to be tackled for full deployment, if needed?
The most serious issues that have to be solved are that related to transmission of signals within the system and respectively development of new:

- hardware for the intelligent luminaries, ensuring connection with sensors;

- hardware for connection of the luminarities via Internet;

- software for control of video equipment (cameras);

- filters for data signals;

- controllers and processors of video signals via the system, especially if Power Line Communication is utilized.


What additional technical resources are needed for the production of this new product?
For small and medium scale of production the company can utilize subcontractors.

For larger scale of production the company would need a full set of production equipment – electronics production, metal processing, painting, testing etc.




Overall assessment of the current stage of technical development.
In terms of deployment of the features the system is in advanced stage of elaboration of the  lighting control and simultaneous management of all the luminaries.

The system is in its initial stage of development with regards to the rest of the features that are planned to be in place: individual management of the luminaries, detection of movement and its direction under the luminarie, weather monitoring; video control; traffic control; communications: Internet and others.

SECTION 3: Deployment


Define the demands for large scale production in terms of
  • Materials
Most of the components of the system are existing and standard. There are a lot of supplier of both electronic and mechanical components.

The electronic components that need to be used has to be supplied by companies, offering high quality and providing reliable information for their products. Crucial components are the LEDs, the processors, utilized for the controllers.

Mechanical parts have to be suitable for outdoor use and can be easily found on the market.

  • technologies, tools, machineries
The technologies needed for production are standard:

- for electronics manufacturing;

- for metal cutting and forming;

- for painting;

- for testing and control.

However the production can be entirely subcontracted in its initial stage.

  • Staff effort
Having in mind that the entire production can be subcontracted, for the initial production the present staff of the company is sufficient.

For large scale production the estimated initial staff is:

- development team: up to 6 people;

- production of electronics – up to 10 people – 8 operators and 2 engineers/technologists;

- mechanical/metal processing – up to 6 people;

- painting – up to 2 people;

- management – 2 people;

- quality control – 2 people;

- support staff – up to 4 people.


SECTION 4: Overall Assessment



What is you overall assessment of the technical feasibility of the research result?
The integrated management system for lighting is based on technologies that exist and small part of the entire system will have to be developed (video and signal controllers). Even the special parts can be substituted by standard and existing elements for the first systems to be produced.

The system in its function of lighting management is ready to be produced – minor development and improvement of the managing software is needed.

The system is applicable and has a lot of advantages not only for big cities but also for small villages and rural areas where it can solve complex issues for: lighting; security; provision of Internet and modern communications etc.
