|The information management system ‘myCerth’ is a tool that was designed to be able to organize and present all financial, administrative and informational data generated daily in a research organization. Some of the reasons that led to the design and implementation of ‘myCerth’ was the need for more effective data organization at all levels of the research organization, to reduce paperwork through electronic capture of all internal administrative acts as well as a friendly user-presentation of all financial and administrative data, which helps one to better decision-making management and secondly to disseminate the necessary information to relevant users even if they are working remotely.
Briefly the computer system ‘myCerth’ aims to:
|2||What is the problem/need/knowledge gap that the research result is responding to? How was it addressed before?|
|The development of the ‘myCerth’ information management system was based on the lack of similar IT systems in the market that could meet the needs for the management of research projects and generally the needs of a research organization. Most research centers and universities use various ERP systems for management of accounting procedures, while at the same time they develop in-house systems (most of the times using Microsoft excel or access modules) for the management of research projects.|
|3||What is the potential for further research?|
|As it has been said above, ‘myCerth’ has been developed in-house by the Information Technologies Unit of CERTH. Also, an independent committe has been nominated by the BoD of CERTH, comprised by administrative and research personnel of CERTH, in order to monitor and guide the further development of the system. Thus, ’myCerth’ is beeing improved in a daily basis and new modules and applications are beeing added every few months, based on the needs of the Centre.Moreover, two new applications can be developed in order to cover the whole operation of academic and research organizations:
This application, combined with the management system of administrative and financial procedures, which is already well developed in ‘myCerth’, will be the integrated information system of universities
This application is designed to record, archive and disseminate scientific knowledge generated in research activities of a research center or university. This system will be linked directly to the management of research projects and the management of the educational program of the universities in order to gather the scientific information.
|4||What is the proposed method of IPR-protection? (patent, license, trademark etc.)|
|In the last few years several attempts and discussions have been made concerning the IPR protection of the ‘myCerth’ software tool. The general conclusion was that it is very difficult to patent software tools. The innovation of ‘myCerth’ consists of a methodology that integrates the administrative and financial procedures during the implementation of research projects. These procedures differentiate among the research centers and universities, depending on the legal status of each organization and the decisions of the administration.In that sense, the most important aspect in the commercialization of ‘myCerth’ system is the know-how that has been developed inside the working team concerning the computerization of research organization and not the IPR protection.|
|5||What are the steps that need to be taken in order to secure the IPR-protection? What is the cost of IPR-protection?|
|6||What is you overall assessment of the scientific maturity of the research result?|
|The so far assessment of the ‘myCerth’ IT system shows that it is an very useful tool for the administrative personnel of a research organization in order to establish a paperless work environment, decrease bureaucracy and standardize the financial and accounting procedures, as well as for the research personnel in order to have a rational resource management and resource allocation, better diffusion of information and dissemination of research results.This assessment has been verified by external auditors of the European Commission and the European Court of Auditors, during audit procedures of European research projects. The final conclusion of all auditors was that ‘myCerth’ system is a state-of-the-art IT system for research organizations. This is because ‘myCerth’ is a system that keeps electronic record of all administrative and financial transactions and it does a multilevel control of each transaction in order to maintain transparency and high-principled management of financial resources.
Furthermore, ‘myCerth’ has been evaluated by the administrative and research personnel of CERTH, who use it every day. The main remarks concerns the decrease in the bureaucracy, the immediacy in the dispatch of financial transactions and the on-line monitoring of the financial balances of research projects, research groups and Institutes.
